About the organization
Agency for Control and Quality Assurance of Higher Education (ACQAHE) is the leading state body for external quality assurance in higher education, established in 2017 by the Law on Higher Education. The main duty of ACQAHE is to manage the process of evaluation and certification of higher education institutions and study programmes in line with European Standards and Guidelines of quality assurance in European Higher Education Area (EHEA).
MISSION
ACQAHE contributes to the quality improvement of higher education in Montenegro by application of European Standards and Guidelines in evaluation of higher education institutions, their study programmes and lifelong study programmes in order to ensure the integration of Montenegrin system of quality assurance of higher education into the EHEA.
VISION
Credible, internationally recognizable and competitive higher education system in Montenegro is the basis for its essential integration into the European Higher Education Area (EHEA) and economic and social improvement of Montenegro.
Agency’s role
Primary objective of ACQAHE is quality improvement of higher education institutions in Montenegro and their study programmes and the guarantee of meeting the primary standards and criteria for their public validity. The Agency meets this objective through external evaluation (accreditation of study programmes, lifelong learning programmes and reaccreditation of higher education institutions) and the institutions do it through internal quality assurance.
Ministry of Education, Science and Innovation supervises the work of the Agency.
Steering Committee and Director of the Agency are appointed by the Government for four years, following a proposal of the Ministry of Education, and their competencies are defined by the Articles of Association of the Agency for Control and Quality Assurance of Higher Education and Law on Higher Education.
Quality Control Department implements the procedures of accreditation of study programmes and lifelong learning programmes, reaccreditation of higher education institutions as well as periodic and follow-up controls, cooperating with the institutions in all phases of accreditation or reaccreditation period and suggests measures for the quality improvement.
Quality Assurance and Research Department cooperates with international organizations and associations in the area of quality assurance, coordinates projects, manages databases of the higher education system and quality assurance, carries out researches for the policies of quality assurance and proposes measures for quality improvement.
